Strengthening sustainable livelihoods and resilience in the Kalinago Community
Summary
The Terminal Evaluation of the UNDP project "Strengthening Sustainable Livelihoods and Resilience in the Kalinago Territory " was conducted to assess its strategy, progress, and sustainability from February 2021 to February 2023 in Dominica. The evaluation aimed to analyze the project's effectiveness in enhancing the livelihoods and resilience of the indigenous Kalinago people through agricultural support, reforestation, tourism development, and capacity building for the Kalinago Council. The evaluation employed a mixed-methods approach, including desk research and stakeholder interviews, to gather comprehensive insights into the project's implementation and outcomes. The findings indicated that while the project was relevant and aligned with national priorities, it faced challenges in efficiency and effectiveness. The project achieved satisfactory relevance, being well-integrated into UNDP's mandate and local needs, but its efficiency was rated as moderately satisfactory due to delays and management issues. Effectiveness was rated moderately unsatisfactory, as the project focused more on outputs than on long-term outcomes, leading to a lack of synergies among components. Despite these challenges, some benefits were noted, including improved capacities among farmers and increased awareness of reforestation's importance. However, the project did not adequately track systemic impacts or establish a robust monitoring framework. Sustainability was also rated moderately unsatisfactory, with no exit strategy in place. The evaluation highlighted the need for a more coherent internal logic among project components and better engagement with marginalized groups. The recommendations included: 1. Support for a sustainability plan; 2. Assessment of household vulnerability; 3. Development of a production plan for cassava; 4. Ensuring community-wide benefits from greenhouses; 5. Strengthening community technical capacities; 6. Enhancing economic benefits from reforestation; 7. Focusing reforestation efforts on vulnerable areas.
