The evaluation focused on the media component of the UNDP "Peace Building in Lebanon" project, which aimed to enhance social cohesion and counter fake news from January 2020 to December 2022. Conducted in Lebanon amidst socio-political and economic crises, the evaluation assessed the project's performance against OECD-DAC criteria, emphasizing its relevance, effectiveness, efficiency, impact, and sustainability. The evaluation utilized a mixed-methods approach, including surveys, focus group discussions, and key informant interviews, to gather qualitative and quantitative data. The findings revealed that the Salam wa Kalam digital platform successfully created a safe space for dialogue, publishing over 170 articles and training 47 media practitioners in fact-checking. Additionally, 91 youth were trained, fostering social cohesion and trust among diverse backgrounds. However, the impact of local awareness campaigns was limited due to low outreach, and the platform did not significantly influence Lebanon's democratic media culture. Challenges included a lack of baseline data and defined metrics to measure impact effectively. Despite these challenges, the project adapted to changing contexts, such as COVID-19, and documented lessons learned for future interventions. The evaluation concluded that while the project achieved notable outcomes, it faced constraints in outreach and engagement. The recommendations included: 1. Extend fact-checking training to more journalists and students; 2. Create a baseline for future interventions; 3. Develop a marketing strategy for the Salam wa Kalam platform; 4. Implement regular follow-up training for media practitioners; 5. Involve trained youth in further activities; 6. Focus on local-level impacts; 7. Ensure solid gender mainstreaming and inclusion of persons with disabilities.
