The evaluation of the second phase sought to test the conclusion of the first
phase, that to make feasible adoption of the concept of ministering to the
rights of children is dependent on definition of public policies for the sector
that include comprehensive, integrated education. The specific project
objectives referred to
1. continuing education of educators;
2. school-family partnership;
3. training in partnership, including the support of the municipal committee,
emphasis on integration of grassroots activities, and evaluation as an
instrument of adjustment and refinement of the proposal.
