LearnIn is a UNICEF ECARO digital learning initiative conceived in response to the continuing learning
crisis in the region. Conceptualized in 2019 and launched in April 2020, LearnIn supports ECAR Country
Offices to mobilize digital technology for accelerating learning outcomes for all children, with a focus on the
most vulnerable. The primary purpose of this evaluation is to inform adaptive decision-making and facilitate learning in real-time, based on continuous data collection and analysis. The corresponding objectives
are to: (1) provide timely evidence regarding what digital learning approaches and solutions are working for
children in a given context and (2) inform timely and continuous adaptations in the implementation of
LearnIn to ensure responsiveness to the changing context, especially that of the COVID pandemic and
longer-term digitalization of education systems. The secondary purpose of the evaluation is to document the evolving history of LearnIn and the decision-making processes. The corresponding objectives are to: (3) inform decision makers about how UNICEF is adapting its approach to the changing context and (4) improve UNICEF’s understanding of its own decision-making processes and prepare the ground for UNICEF to make better use of evidence. The evaluation has a regional scope with a Country Office-orientation, with a focus on Albania, Montenegro, and Tajikistan. The primary intended users of the evaluation are UNICEF Regional Office and UNICEF Country Offices in Albania, Montenegro, and Tajikistan. Secondary intended users include UNICEF
governmental and non-governmental partners and donors at both regional and country levels. The
evaluation will cover the period starting with LearnIn’s inception up until the end of 2022
