Project/Programme 2024
End Term Evaluation of the EU-UNICEF Joint Nutrition Action - Partnership for Improved Nutrition in Uganda - Strengthening Nutrition Governance for Multi-sectoral Response
Agency
United Nations Children's Fund

Overview

Implemented between 2017 and 2022, the EU-UNICEF Uganda Joint Nutrition Action - Partnership for Improved Nutrition in Uganda - Strengthening Nutrition Governance for Multi-sectoral Response focused on supporting the achievement of DINU objective 3 (Strengthen capacity, gender-responsive good governance core mandate and general broad mandate) and the rule of law at the level of local government authorities and empower communities to participate in improved local service delivery), result 3.4 (Capacities of local government to deliver services to communities strengthened). The overall goal of the JNA was to contribute to improved nutrition outcomes of women and children in Northern Uganda by strengthening nutrition governance for scaling up nutrition.

To that end, UNICEF is desirous to conduct a summative evaluation. The purpose of the end-term evaluation is to provide an independent assessment of achievements against the planned results and activities set out in the results framework of the action, identify challenges and draw lessons and recommendations for improving future designs of similar initiatives. The planned evaluation will aim to effectively capture lessons learned, and it will contribute to having those lessons communicated, shared and utilized by UNICEF, government institutions, CSO partners, EU, other stakeholders and beneficiaries. Specifically the evaluation will assess the extent to which planned results of the action have been achieved, or are likely to be achieved across all the intervention districts; understand what action components worked well, where, why and under what circumstances; assess the extent to which programme actions were relevant, consistent and appropriate in relation to the nutrition requirements of beneficiaries and country policies and strategies for nutrition in Uganda; assess the prospects of continuity of benefits beyond UNICEF implementation, and to recommend measures to improve and ensure sustainability of actions.
