Tajikistan is part of the multi-country evaluation of national childcare reform initiatives with a strong focus on deinstitutionalisation (DI), including in particular for children with disabilities and other ‘difficult to place’ children with other six countries being Armenia; Bulgaria; Georgia; Moldova; Montenegro; and Serbia. The purpose of this Evaluability Assessment (EA) is to inform the design of a regional multi-country summative and formative evaluation of national childcare reform initiatives with a strong focus on DI, including in particular for children with disabilities and other ‘difficult to place’ children.
The objective of this EA is to understand the extent to which Tajikistan’s national childcare reform initiatives can be evaluated in a reliable and credible manner and to understand stakeholders’ views on the areas they wish to evaluate. This EA was undertaken approximately one year after similar EAs were completed for Armenia; Bulgaria; Georgia; Montenegro; and Serbia. This EA is based on the findings of a desk review of relevant programme documentation and other literature on national childcare initiatives in Tajikistan. The EA will be used to make any necessary adjustments to the methodology for the regional evaluation which, at the time of writing, is near finalisation.
