Evaluability Assessment of Solomon Islands Primary Preparation Year (PPY) Programme

Overview

While early childhood education has long targeted children ages 3-5, Ministry of Education and Human Resource Development (MEHRD), Government of Solomon Islands has opted to focus on rolling out a one-year Primary Preparation Year (PPY) for all children age 5 as part of the Basic Education package. The PPY program is a significant new investment and commitment on the part of the MEHRD. As such, it needs to demonstrate achievements and results in its first year of implementation, even as it also needs to identify challenges and needed improvements and plans to strengthen the programme model and implementation at scale as part of the education system moving ahead. In advance of planning for scale up, MEHRD will need a revised PPY model and plan, including a clear monitoring and evaluation and communication plan. A formative evaluation of the PPY programme is therefore critical. The findings of that evaluation will inform an analytical review of key achievements, good practices, gaps and constraints that need to be addressed, towards the overall improvement of the PPY programme as Solomon Islands prepare for the scale up. This evaluability assessment is undertaken to promote readiness for the forthcoming formative evaluation of the Solomon Islands PPY programme. The objectives of this evaluability assessment are to assess the a) robustness of the programme design, b) availability of information and adequacy of systems to deliver the same, and c) conduciveness of context for the formative evaluation. The recommendations of the assessment can improve the terms of reference (ToR) for the formative evaluation of the PPY programme, and potentially improve the design and conduct of the formative evaluation itself. The findings in themselves may also inform future revisions to the Solomon Islands National Education Action Plan (NEAP), PPY sectorial programme plan, MEHRD annual work plans, and future summative evaluations of the PPY programme.
