The object of the evaluation is the 2019-2022 UNICEF Ecuador Country Programme and its strategies in the different components implemented between January 2019 and the first semester of 2021. The evaluation intends to assess progress of the overall country programme looking into the results of its core programme components: (a) Equity for children; (b) Growing up without violence.
With emphasis on informing the design of the new UNICEF country programme in Ecuador, this independent evaluation will have both a summative and formative focus. The summative aspects seek to achieve a better understanding of the types of results and achievements, both intended and unintended, derived from the Country Programme as a whole and its implementation at the national and subnational levels, taking into consideration all the activities carried out between January 2019 and the first half of 2021. For the formative aspects of the evaluation, the objective is to identify lessons learned and central areas of work for the design and implementation of the next Country Programme Document (CPD) that will begin in 2023, and the necessary changes in the remainder of the current CPD.
This evaluation of the Country Programme in Ecuador is an opportunity to review the strategic direction, relevance, effectiveness, coherence, sustainability and connectivity of its execution at the national and subnational levels. The CPE will contribute to reinforce UNICEF’s Ecuador organizational learning, strategic positioning and value proposition in its partnerships, and enhance its accountability to the Government, donors, peers and implementing partners
