This independent evaluation will generate evidence-based judgment and explanations of:
• Existing program coverage and how coverage can be improved through sustainable and cost-effective ways.
• Existing program quality and how program quality could be measured and ensured at the lowest possible level
• Level of program integration with other child survival components such as WASH, IMCI/ICCM and EPI programs and with the ongoing infant and young child feeding program (IYCF)
• Impact of the program on saving children lives and how we could improve Accountability to Affected populations into program design
More specifically it will ;
• Assess CMAM related interventions relevance and appropriateness, efficiency and quality of services (2015-2018) and explain how program effectiveness could be increased/improved
• Assess the impact of the current CMAM program (2015 – 2018) in terms of lives saved, reduction of acute malnutrition prevalence and how can the programme be sustainable and ensure nationwide coverage.
• Measure the current level of integration between CMAM program, WASH, IMCI/ICCM and EPI as well as IYCF program and advise how this integration could be fostered in a way that contribute to health system rather than over burden it.
• Assess extent to implementation of CMAM has contributed to system strengthening i.e coordination, governance and management, capacity development, advocacy and policy development,
• Assess the adequacy of the monitoring and information management system for the CMAM program and provide recommendations on how this could be extended to lowest level possible (locality and community levels) taking into consideration the different contexts in Sudan (accessible and hard to reach areas).
• Document good practices and evidence-based lessons to support the recommendations of the evaluation in order to strengthen on-going efforts towards expansion and quality improvement of CMAM coverage in Sudan.
