Evaluation of Component II: District Level Primary Health Care Reform
Overview
This study, attempts to provide an assessment of the “District Level Primary
Health Care Reform Project” in five Districts in The Republic of Azerbaijan.
According to the Terms of Reference the objective of this assessment is “Review
and describe project implementation in the period of 2002-2004, assessing
effectiveness and impact, the main achievements, and dominant constraints in
the project implementation”.
Particular attention is given to determine weaknesses and strength as well as
lessons learnt for overcoming obstacles, suggest actions for possible
scaling-up and further sustainability of the positive changes and impacts
originated by the project
