Evaluation of Early Childhood Development (ECD) Programme in Sierra Leone

Overview

Background: The current UNICEF education programme as one of the fundamental components of UNICEF Sierra Leone Country Programme 2020-2023 contributes to Sierra Leone’s Medium Term National Development Plan, the Government flagship programme of ‘Free Quality School Education (FQSE)’, Goal 2 of the UNICEF Strategic Plan 2018-2021 and contributes to the Sustainable Development Goals (SDG) 4 and 5. The overall goal of UNICEF Sierra Leone’s education programme is that more children have improved and meaningful learning outcomes by 2023.
Goal: to increase and expand access to quality early learning (pre-primary education) and development (including health, nutrition, protection and WASH) for children under the age of 6 years in formal (school based) and non-formal (community based) settings.
Purpose: Enhance accountability and learning
The specific objectives of the evaluation are:
1. To determine the relevance, coherence, efficiency, effectiveness, impact and sustainability of the GoSL and UNICEF ECD programme focused on increasing the coverage and quality of early learning and development for young children.
2. To identify lessons learned (what worked and did not work) about the ECD programme, including unexpected positive and negative outcomes with regards to the processes, strategies, interventions and activities to improve the coverage and quality of early learning and development for young children.
3. To formulate key recommendations on how to improve the implementation processes for scaling up the ECD interventions as part of a continual learning process.
4. To formulate recommendations on how the GoSL and UNICEF can further enhance the multi-sectoral nature of ECD programming.
5. To assess the extent to which the ECD programme has integrated equity and gender, and COVID-19 response in its design, implementation, and monitoring.
6. Provide lesson learnt and recommendations that can inform advocacy for expanded pre-primary and multi-sectoral ECD programming.
