Evaluation of the Implementation of the National Plan of Action for Children's Rights in Montenegro 2004-2010

Overview

The overall objective of the evaluation is to assess outcomes of the NPA
against expected result, and to identify major strengths and weaknesses in
coordination, monitoring and implementation of the plan.

The evaluation will represent the major component of the final report of NPA
implementation. The primary intended user of the evaluation is the MoLSW. The
ministry will present the evaluation report to the Council for Children`s
Rights and Statistical Office of Montenegro (Monstat), which are other two
primary intended user of the report, as well as to the group of other users
consist of relevant ministries and state institutions if applicable. If decided
so, the key findings of the report may be shared with other stakeholders such
as international development organisations, civil society and media.

MoLSW and the Council for Children`s Rights will use the evaluation report as a
basis for: first, deciding whether a future national plan of action for
children is required; and second, the evaluation report may serve as a
reference and starting point that would feed the policy development process if
the policy makers decide to develop a new plan of action. Besides, the primary
users may use lessons learned identified in the evaluation report as a
reference so to modify/improve certain common aspects of other child-related
policy documents.

Specific objectives:
•To assess the NPA outcomes against expected results using the NPA indicators
as a reference;
•To analyse to what extent the NPA implementation was adequately budgeted;
•To assess the role and functioning of the Council on Children’s Rights and
MoLSW in coordinating and monitoring the NPA implementation;
•To assess NPA monitoring mechanisms and in particular functionality of DevInfo
as a monitoring tool;
•To analyse correlation between the NPA and other child-related policy
documents adopted by the Government:
