The evaluation will:
1. Provide a baseline data on inclusive education programme in Bhutan. This evaluation is the first in a decade of special education programme and is expected to provide baseline information for the programme.
2. Provide a set of actionable recommendations to further enhance the Inclusive Education Programme and coordination among the stakeholders to improve the programme in future.
3. The evaluation will look at the three dimensions of support: Service Delivery (Capacity Development and supplies); creating Enabling Environment (Policy) and demand Creation (Awareness and Advocacy) and find whether there have been any systemic changes over a decade. This is for evaluation scope
4. Further, the evaluation will also enable the parents of children with disabilities and CWDs themselves understand whether there have been quality inclusive education services provided by the duty bearers (teachers, communities, school authorities, central and local governments) in realizing their rights.
