The Department of Social Development, supported by UNICEF South Africa,
commissioned this evaluation study with the aim of deepening their
understanding of how the Isibindi model works in communities and to provide
information to assist with decision-making around the scaling-up of the model.
Specific objectives of the study were to:
- Evaluate the effectiveness of the ISIBINDI model in providing quality care to
children affected by HIV and AIDS and the extent to which the ISIBINDI
programme goals and objectives have been met;
- Assess the scaling-up potential of the ISIBINDI model based on a costing of
the model;
- Assess the potential of the IDISBIDI model in contributing to a skilled,
professional Child and Youth Care workforce; and
- Review the existing NACCW monitoring and evaluation framework and identify
gaps, if any.
