Overview

In 2018, Bill and Melinda Gates Foundation awarded UNICEF Lebanon a 2.5 million dollars WASH Emergency Project – the Sanitation Technology Demonstration in Emergency Settings in Lebanon Project. The purpose of this investment is to (1) identify and implement innovative sanitation technological solutions to treat wastewater generated by Syrian refugees and discharged from Informal Settlements (IS) in Lebanon, which can serve as a lesson learned to improve global humanitarian responses in similar contexts. Another purpose is (2) to build a strong Public Private Partnerships (PPP) benefitting Lebanese and Refugees (originally with the same treatment). Once the success showed, the innovative sanitation technology will be developed and constructed in Lebanon with SMEs' support.
This evaluation is being conducted for both accountability and learning. As part of the agreement between UNICEF and BMGF, an evaluation of the project is expected to be conducted in the end line phase, that the project is reaching at the end of this year. This evaluation will provide an independent assessment of the project design, implementation, and performance; and identify success factors, critical barriers, and enablers to adapting, testing, and mainstreaming innovative sanitation solutions in refugee settings and in Lebanon. It will provide evaluative evidence that will assist UNICEF, BMGF, and implementing partners understand innovation in humanitarian settings, and to improve programmes design for future WASH innovative programs.
