Recognising the importance of addressing stunting in the first 1,000 days of life, the Government of the Philippines with the support of UNICEF has put in place legislation, policies, and programmes to support interventions during this critical period. The strategic approach applied by UNICEF to support the government’s first 1,000 days programming is aligned to the Country Programme’s focus on working not only at the national level but more so at the regional, provincial and municipality levels of government where chances to manage and effect relevant catalytic changes for children are at-scale and more far-reaching. The following intervention strategies were applied: a) Evidence generation and use (2014 to 2022), b) Policy Advocacy (2014 to 2022), c) Public Discourse and Social Norms (2015 to 2022), d) Developing and leveraging resources and partnerships for children (2015 to 2022), e) Investing in strategic policy level capacity development and programme implementation strategies (2015 to 2022), f) Harnessing Innovation (2016 to 2022)
The main purpose of this formative evaluation is two-fold:
Firstly, to generate evidence on; (i) the Governments’ F1KD Programming and, (ii) the strategic approach used by UNICEF Philippines from 2014 to 2022 to influence government (national, sub-national and BARMM) policies, strategies, funding priorities and programming for multisectoral and integrated F1KD.
Secondly, it will be utilization-focused with the aim of generating useful evidence and learning to meaningfully inform the design and implementation of the UNICEF Philippines Country Programme for Children (CPC-9) 2024-2028, the Philippine Plan of Action for Nutrition 2023-2028, improving integration of nutrition into Primary Health Care to increase Universal Health Coverage, and the implementation of the upcoming government’s Philippine Multi-sectoral Nutrition Project loan.
