Evaluation of UNICEF's contribution to the implementation of the Chile Crece Contigo Subsystem (ChCC)
Overview
In line with the objectives of cooperation with the Government of Chile, UNICEF had a collaborative role with the different sectoral ministries to advance towards the sustained realization of children's rights in the country by supporting policies, programs and child protection systems. Among the main public policies to which UNICEF has provided advice and identifies the Comprehensive Protection Subsystem for Children, called Chile Crece Contigo (hereinafter ChCC), which constitutes a fundamental axis in relation to the system of comprehensive protection of children's rights. childhood, and through the different governments various aspects of its design, implementation, coordination and use of its offer have been strengthened. Similarly, at a high level of advocacy and incidence, UNICEF has developed permanent efforts during the last decade in support of the institutionalization of the protection of the rights of children and adolescents, through prevention, promotion, protection, establishment of guarantees and reparation for violations of rights, actions that consider ChCC as one of the lines of action, among others, the contribution to the creation of the Law on Guarantees and Comprehensive Protection of the Rights of Children and Adolescents1; the National Policy for Children and Adolescents 2015-2025 and its Action Plan 2018-2025 (currently in force).
In this context, this consultancy call seeks to identify what UNICEF's contribution has been in the design, implementation and achievements of the ChCC subsystem, in order to inform the future actions of UNICEF in Chile by identifying lessons learned and areas for improvement in relation to to work. Similarly, considering the upcoming closure of the current cycle and, therefore, the development of a new cooperation framework between UNICEF and the Government of Chile, the evidence of this analysis will feed the development of the strategies and components that conform to said Framework of Cooperation.
