The purpose of this evaluation is to assess the impact and effectiveness of UNICEF’s humanitarian WASH program to date, and to highlight UNICEF’s WASH strategic programming areas moving forward, focusing on Covid-19 response, climate resilience and reducing the WASH inequity among vulnerable families and children.
This evaluation will be used by UNICEF Jordan to (1) explore further expansion and improvement of its programmatic activities in refugee camps; (2) contribute to strengthening systems and institutional capacity of the Government, UNICEF and development partners; and (3) inform UNICEF humanitarian and development WASH program development to be incorporated into the new country programme document 2023-2027.
More specifically, the objectives of the evaluation are to:
1. Assess the relevance, efficiency, effectiveness, impact, coordination and sustainability of UNICEF Jordan WASH programme in response to humanitarian WASH needs (including Covid-19 response) of Syrian Refugee camp populations and vulnerable (host) communities (women, men, boys and girls).
2. Document good practices and lessons learned from the implementation of the WASH humanitarian response in Jordan (including intended and unintended outcomes).
3. Provide concrete recommendations that will be considered for future UNICEF WASH interventions and its implementing partners as UNICEF is moving into a new country programme document that is starting in 2023, highlighting entry points for adaptation to climate change and water insecurity focusing on vulnerable communities.
The evaluation focus on WASH humanitarian interventions in camps and host (vulnerable) communities taking into consideration the impact of COVD19 pandemic.
