This study’s objective was to describe the evolution of the FOCUS programme over a seven-year period that saw rapid expansion, innovative developments and lessons learned, sometimes as a result of mistaken strategies. The evaluation did not attempt to measure the long-term outcomes of FOCUS on children since resources, time and skills did not allow for this. The focus was on investigating process and short-term impact issues linked to programme performance and strategic development.
