Overview

UNICEF Evaluation Office commissioned an evaluation to examine the relevance, efficiency, effectiveness, sustainability and coherence of the programme 'Protecting Children Affected by Migration in Southeast, South and Central Asia', implemented from 2018 to 2022. The programme aims to ensure that the rights of all children affected by migration are protected, respected, and fulfilled, through improved child protection service delivery and enabling environments. The programme is implemented in countries of origin, transit, and destination (Malaysia, Myanmar, Thailand, Bangladesh, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan), and targets all categories of children affected by migration.

The purpose of the evaluation is two-fold: learning and accountability. The evaluation presents a key opportunity to help UNICEF better understand whether and how its approaches to addressing the protection needs of children affected by migration have worked, or not, and to identify the factors influencing the achievement of objectives. At a broader level, the evaluation will provide key stakeholders – the EU, UNICEF, donors, government counterparts, and implementing partners – with important insights into how programme approaches have responded to the needs of children affected by migration, depending on each context.
