The two-year project implemented is recognised as a solid contribution to
enhance the capacity of the government to implement the reform; however, given
the complexity of the various components of the SPDIAC and its timeframe, the
results achieved have to be considered the initial steps towards its full
implementation.
This final evaluation is envisaged as a part of the project implementation and
it is aimed at assessing the degree of achievement of the project purpose and
expected results, the eventual lessons learnt, and at designing the future
strategies of UNICEF’s support to the government in the child welfare reform.
In particular, the evaluation intends to provide answers to the following
questions:
• Have the activities implemented contributed to enhance the capacity of
government to restructure the child welfare system, in accordance with the
SPDIAC, and increased the awareness of stakeholders on the right of the child
to be brought up in a family-like environment?
• Are the activities implemented and the methodologies used appropriate to
achieve the expected results?
• What are the strategic priorities to be addressed in the following two years,
in order to contribute with efficacy to the realisation of the SPDIAC in
Azerbaijan?
The evaluation has been conducted in line with UNICEF evaluation report
standards; in particular, it aims at verifying the value of the project in
terms of relevance, effectiveness, efficiency, impact and sustainability.
