Evaluation Purpose
The primary purpose of this evaluation is to support learning and decision-making that would, in turn, support better child protection results for girls and boys now and in future. This evaluation will also hold UNICEF accountable for contributing to child protection outcomes for children, or for not doing so in Ghana since 2012. By examining, collecting and analysing credible evidence, this evaluation would help to clarify what the programme has changed in the field of child protection in Ghana and if the programme has the right strategic focus to contribute to the development of child protection and social welfare system in Ghana in future. This would involve looking at the assumptions included in the theory of change included in the ‘child protection programme strategy note’ of 2017. The evaluation is expected to focus on child protection outcomes for children and not try to establish a long-term impact.
The objective of the Evaluation
The main objectives of this evaluation is to determine the relevance, effectiveness, efficiency, impact, the sustainability of child protection programme. The evaluation is expected to look for “likely links” between the programme interventions and child protection outcomes for children rather than establishing “firm links.” The evaluation is expected to provide reasonable conclusions based on the findings and substantiated by evidence, and clear, specific and actionable recommendations for strengthening UNICEF Ghana’s strategies, programme interventions and building more significant partnerships for protecting children in Ghana. It should also identify good practices and lessons learned that are expected to be documented throughout the evaluation process (if not already done so).
