The Gulf Area Office has been and remains at the fore front of fundraising for UNICEF globally (see respective Annexes attached for more details). It is important to put the volume and the scope of fundraising results and efforts as well as partnerships created in the region in perspective,
Objectives of the evaluation are to see a) alignment with HQ’s vision for fundraising corporately; b) alignment with PFP’s work in the area of fundraising c) embracing the ‘wind of change’ – directions for future engagement in the area of PFP in the GAO for several years to come; d) to see what are recommendations that arise out of the systematic assessment of UNICEF GAO’s relevance, effectiveness, efficiency, and sustainability when it comes to fundraising and partnerships and finally, e) to see what are lessons learnt for fundraising and partnerships component of the GAO for its future work.
Scope: Evaluators shall analyse what made fundraising successful, what were the types of funding received, such as humanitarian funding; COVID-19 global pandemic, global Regular Resources, Education programs and projects across the world, polio eradication program, health, logistics, humanitarian emergencies, global regular resources, Islamic Zakat and Thanksgiving among others.
Intended use: The evaluation will contribute to inform how UNICEF can best support sustainable investments during crisis, contributes to the achievement of SDGs and Leave No One Behind agenda, and balance both government objectives and priorities and UNICEF mandate. The knowledge generated, and the specific lessons learned that it identifies, will inform evidence-based decision-making, evidence-based advocacy, and resource-mobilization, contributing to learning within UNICEF to strengthen shock-response in the region and beyond.
Evaluation report recommendations will form the basis for the development of an integrated GAO Partnerships and Fundraising Strategy.
