The main objective: The purpose of the evaluation of IDD elimination programme
in Belarus is two-folded: (a) to get grounds to what extent the UNICEF
assistance to the Government of Belarus in 1997 – 2010 was timely, relevant,
cost-effective and value-added, and (b) how the Government’s ownership is
mature and sustainable by the programme end-cycle in 2010 for UNICEF could
pursue the exit strategy.
To measure the progress and retain monitoring role of the Government’s systems,
the country evaluation is to be conducted in two phases: 2009 – assessment of
the IDD programme implementation, its results and its role in IDD elimination
in Belarus and 2010 – country-led evaluation (self-assessment) of the
achievements in Universal Salt Iodization (USI) in Belarus and the
sustainability of the enhanced national IDD monitoring system.
The evaluation report and its recommendations will be used by the Government
and by UNICEF as a tool for the strategy development and decision-making.
OBJECTIVES:
(1) Assess the role, relevance and effectiveness of UNICEF’s assistance and
support to the Government’s efforts in IDD elimination in Belarus through the
programme of cooperation in 1997 - 2010;
(2) Examine how the experiences of the Country Programme are used by national
partners to improve national policies, budgeting and programming for the IDD
elimination in population, especially in children and women.
(3) Assess to what extent the programme results and outcomes are sustainable at
their respective level (communities, institutions, systems) or replicable and
showing the potential to be mainstreamed in the national context.
(4) Based on an in-depth review of progress in relation to original IDD
Programme objectives and planned results identify and make recommendations for
progress towards achieving USI goal Belarus, adjustments in the key elements of
the national programme and monitoring system to reach its full sustainability
