This report presents an evaluation of government and NGO projects in Armenia
that aim at including children with special needs in the mainstream education
system. Following the description of the current problems and challenges in the
field of inclusive education and the review of the relevant laws and
regulations, the observations that were gathered during field visits to the
pioneering institutions and organizations are summarized and evaluated in light
of the general requirements for successful inclusive education practice.
Conclusions are drawn with regard to further project development needs.
Finally, policy recommendations are presented in order to consolidate the
movement towards inclusive education on institutional, organizational as well
as on country level.
