Mid-Term Evaluation of the EU-UNICEF Joint Nutrition Action under the DINU Programme

Overview

The EU-UNICEF Joint Nutrition Action (JNA) is a EUR 6 million four-year intervention, which was initiated in October 2017. This four-year programme aims to contribute to improved nutrition of women and children in Northern Uganda by strengthening critical nutrition governance actions in 15 districts. The JNA has three key results areas (KRAs), which are:
1. Improving the capacity of multi-sectoral nutrition coordination at district level to plan, cost, monitor and mobilise resources for nutrition actions.
2. Improving the capacity of sectors – health, agriculture, education, water and sanitation, gender and social development – to plan, budget, implement at scale and monitor nutrition-specific and nutrition-sensitive interventions at the district level.
3. Enhancing the capacity of district governments to inform their programme based on evidence.
The purpose of the MTE is to provide an independent assessment of achievements against the planned results and activities set out in the results framework of the JNA, identify challenges and draw lessons and recommendations for enhanced performance during the rest of the implementation period for more positive impact. The objectives of the MTE are:
1. To assess the extent to which planned results of the Action (purpose, outcomes, and outputs) have been achieved, or are likely to be achieved across all the intervention districts.
2. To understand what action components worked well, where, why and under what circumstances.
3. To assess the extent to which project actions are relevant, consistent, and appropriate in relation to the nutrition requirements of beneficiaries and country policies and strategies for nutrition in Uganda.
4. To assess the prospects of continuity of benefits and outcomes following the completion of the programme implementation, and to recommend measures to improve and ensure the sustainability of actions.
5. To provide forward-looking learning, conclusions, and recommendations
