The evaluation will focus on the CLTS and overall sanitation component of the WASH Programme with particular attention to the key stages of CLTS (pre-triggering, tripping, post-triggering monitoring, post-ODF monitoring and post-OFD certification activities including monitoring).
a) At the National level, the extent to which the Programme has contributed to the following:
• create a favourable enabling environment for rural sanitation
• achieve the specific objective of the PN-EUAE related to the FDAL
• achieve the specific objective of the PN-EUAE related to improving access to sanitation services
• raise the performance level of the Sanitation sub-sector
b) At the sub-national level, the extent to which the Programme had contributed to the following:
• strengthen the technical capacities of actors at regional, provincial and communal level
• set up post-ODF sustainability mechanisms
• strengthen advocacy mechanisms for the dissemination of the CLTS approach
c) At the community level, the extent to which the Programme had contributed to the following:
• stimulate a dynamic of community engagement and monitoring
• create new social norms for behaviour change / use of toilets
• improve the social, health and economic conditions of the population
