Despite the impressive economic growth and the enormous progress in terms of social development Ethiopia has experienced in the last decade, the country is still in the transitional stage of establishing a comprehensive and integrated child-sensitive social protection system. Ethiopia’s social protection landscape is constituted of a large number of diverse interventions including a national scale rural Productive Safety Net Programme (PSNP), a formal social security scheme for civil servants, a Community Based Health Insurance (CBHI) scheme, health and education fee waiver schemes, a school feeding programme, a legal framework with laws and regulations protecting the most vulnerable, abused and exploited populations. However, the challenge with these interventions is that they remain fragmented and are not always efficiently reaching the most vulnerable parts of the society. As a result, recently the Government of Ethiopia has focused on establishing a comprehensive and integrated social protection system, which shows the general commitment to seriously address multiple effects of multidimensional poverty and deprivation of Ethiopian citizens, in order to establish an effectively coordinated multi-sectoral collaboration and an effective integration of basic social services.
UNICEF in an effort to strengthen this integrated systems for Social Protection, supported pilot programs and based on these promising pilot programs UNICEF will continue to support MoLSA and its decentralized structures in the regions in building an integrated safety system for the most vulnerable women children in rural Ethiopia through the Integrated Safety Net programme (ISNP), which promotes key strategies of the integrated systems approach in social protection as well as strengthens the effective linkages creation to complementary social services. Hence, the purpose of this mid-line qualitative evaluation is to assess the multiplier effects of PSNP and CBHI synergies on client households.
