Report on Procurement Review of Cement and Iron Bars

Overview

After a period of implementation, UNICEF now wants to review the process of the
procurement of cement and iron bars taken by the Government counterparts to
assess whether the UNICEF and government procurement procedures are followed by
the Government counterparts, the materials are within the required standards,
the transparency and cost-effectiveness is achieved, and to ensure that
UNICEF's funds have been best utilised and brings the most benefits to the
beneficiaries. The results of the review will serve as a basis for the decision
of transferring more authority to the Government counterparts to carry out
procurement activities

Scope of this study
As stipulated in the UNICEF Terms of Reference ("TOR"), this study will cover
the
following:
1. Review UNICEF’s process of Local Procurement through Government for cement
and iron bars via the examination of the Supplies Requisition (“SRQ”) indicated
in
Appendix 1 of this report. The review includes: a description of the current
procurement practices, comparison with Cash Assistance process, and a
recommendation to improve the weaknesses of the Local Procurement through
Government.
2. Review procurement practices of the government counterparts (used cash
assistance system) for cement and iron bars via the examination of the Cash
Requisition (“CRQ”) indicated in Appendix 1 of this report. The review
includes: a description of the current procurement practices, a comparison with
the Local Procurement through Government, a recommendation to improve the
weaknesses of the Cash Assistance;
3. Conduct interview with CERWASS, MOH, MOET counterparts and selected
suppliers, contractors;
4. For all of the above review and interview, the following aspects of the
procurement
were taken into account:
o Efficiency, in time delivery;
o Cost effectiveness;
o Processes and procedures (UNICEF and government) followed;
o Transparency;
o Fairness in bidding, minimum risks;
o Quality assu
