The purpose of this evaluation is to generate evidence on the impact of the Digital Birth Registration project, strategies adopted by UNICEF and to document the lessons learned. The Lessons learned will specifically focus on the “dos” and “don’ts” of the implementation initiatives which eventually led to the successful scaling up and generating ownership amongst the Ministry of Planning, Development & Special Initiatives, the provincial Local Government and Planning and Development departments and other relevant state institutions. The evaluation will determine the programmatic and strategic achievements and constraints including unforeseen outcomes.
The results will be used by the UNICEF Child Protection team for planning purposes. Other intended users are the relevant government institutions, other programme sections of UNICEF Pakistan using innovative technology for implementation, other UNICEF country offices implementing the Birth Registration Project, CSOs/NGOs and other agencies working in the Birth Registration domain.
