This evaluation was funded by UNICEF as part of a program-strengthening project which began in February 2002 and is slated for completion in early 2004. The program strengthening project has three main goals: 1) to increase the effectiveness of Thao Dan as an organization; 2) to further protect and support street children by building on Thao Dan’s strongest activities; and 3) to advocate for street children. These goals will be reached through organizational as well as technical support.
In accordance with the project plan and cooperation agreement between UNICEF and Thao Dan, the evaluation amalgamated research on the period between 1998 and 2001, by examining major activities and organizational operations at Thao Dan, with the overall purpose of improving the planning and implementation of activities at Thao Dan.
