Pertaining to the monitoring and evaluation process of alternative basic education:
- The extent to which the management of the MENARO evaluation function is integrated into the region's education programme development process
- Whether or not country office staff understand the importance and the procedures of monitoring and evaluation, and whether these procedures amount to anything more than exercises in filling out forms to comply with mandated reporting requirements
- How well the results of monitoring and evaluation are used in taking corrective measures in ongoing basic education projects and programmes, and the degree to which the lessons learned from the process are used in the development and implementation of new programmes
- The degree to which UNICEF periodic reporting documents (the situation analysis, annual report, mid-term review, etc.) provide the MENARO evaluation and education officers with timely and useful information about UNICEF-supported activities in basic education.
Pertaining to the quality of the evaluations and studies reviewed:
- The relevance of the programmes or projects to national goals
- The appropriateness of the analytic and evaluation methodologies used
- The quality of the analysis or evaluation results, in terms of the needs of future policy and programming in alternative and basic education
- Information about the cost-effectiveness of a given approach to alternative and basic education
- The effectiveness of the research process as well as the appropriateness of the actors involved
