The primary purpose of the evaluation was to review and evaluate the project
according to the original objectives identified for the multi-country
initiative project document. In addition, the evaluation sought to examine the
regional added value, particularly as it related to programming implications
such as sharing of good practices, and ‘cross-fertilisation’ of life-skills
training designs and curricula or policy development.
It also sought to determine the effectiveness of interventions, and the
relevance and level of achievement of project objectives and outcomes.
The evaluation included a description of any revisions to the original
objectives which were made early in the project when country-specific programme
objectives were formulated.
