The assessment is to focus on the following specific issues: 1) Ownership and
capacity of national, provincial, and district institutions to implement the
project, highlighting in particular key gaps that remain to be addressed; 2)
Effectiveness and appropriateness of the approach used in the three components,
with a particular focus on the relevance and use of proposed guidelines and
processes, with a view to recommending improvements;3) Feasibility of planned
targets to establish a realistic projection of targets that can be reached, and
propose – if necessary – a revision of the original project proposal terms.
