The purpose of the evaluation was to examine UNICEF’s contribution in “upstream” work in education, to assess the extent to which UNICEF engages strategically in education sector policy articulation and advocacy at the global and regional levels. The evaluation also set out to determine the extent to which upstream engagement efforts translate to desired transformations in education sector policy and practice, and national systemic strengthening in programme countries. The evaluation will review new strategies to inform sector policy dialogue in the new MTSP (2014-17) against lessons learnt from upstream engagement in the current MTSP period (2006-2012).
UNICEF (Evaluation Office) identified six evaluation themes, or areas in which the organization was particularly interested in receiving evaluative judgements about its work, and to learn lessons for improvement. Through these themes the evaluation set out to investigate; (i) whther there was a shared definition of upstream work within the organization; (ii) UNICEF positioning in upstream work; (iii) building back better from crises and humanitarian responses; (iv) how UNICEF worked with external partners and whther the organization is a credible partner; (v) the type and xtent of UNICEF-wide collaboration for upstream work; and, (vi) whether UNICEF has the necessary capacity to deliver results on upstream work. Annex 2 (Volume 2 of the report) articulates associated objectives and key questions posed under each theme.
