Evaluation of the Strategy for Exercising the Rights of the Child 2019–2023

Overview

The Strategy for Exercising the Rights of the Child in Montenegro, 2019–2023, is the most comprehensive national policy document for child rights, and it effectively paves the way for addressing the CRC Committee's 2018 Concluding Observations. The evaluation of the Strategy will be a country-led action to assess the effectiveness of inter-sectoral coordination among CRM mechanisms, different governmental sectors and CSOs, and final beneficiaries, children and families. The prospective for the Council to monitor implementation of the strategy, i.e., international, and regional commitments to fulfil children's rights will be assessed. The Evaluation will identify best practices, draw lessons from significant and promising interventions, and provide forward-looking recommendations to guide the setting of priorities for the next five years period. The evaluation will also identify the existing gaps and bottlenecks, in particular for those left behind in developmental and humanitarian processes and draw lessons learned. Evaluation of the Strategy for Exercising the Rights of the Child 2019–2023 will generate an impartial, credible, informative and evidence-based document in line with UNICEF Ethical standards and the Evaluation Norms and Standards of the United Nations Evaluation Group (UNEG). This report will be distributed to relevant stakeholders, including the Prime Minister`s Cabinet, respective ministries, institutions, CSOs, media.
The Evaluation is expected to have several positive effects, in terms of measuring implementation of international commitments on child rights, identifying remaining equity gaps and bottlenecks, identifying needed actions towards further progress, as well as opportunities for learning and increasing accountability and financing for child rights. It will guide the effective design and implementation of the next five years strategic document for children of Montenegro, with ToC and budgeting.
