Overview

The Uzbekistan UNPRPD Joint programme “Transformation of Social Service Delivery: Implementing Human Rights-Based Approach for Children, Youth and Women with Disabilities in Uzbekistan” covers the period of 2022-2023. It consolidates the multi-stakeholder commitment to addressing the preconditions to CRPD implementatio and the achievement of CRPD-compliant SDGs through promoting a robust legislative and policy framework, sound coordination structures and meaningful participation of organizations of persons with disabilities.
There are three participating United Nations organizations – UNICEF, UNDP and UNFPA - that are directly involved in joint programme implementation. OHCHR ROCA is involved as a Technical Partner. While all three agencies work together on the joint programme, each take a clear lead on the different key interventions/outputs, leveraging their comparative advantages.
This summative evaluation will come at the end of the joint programme implementation. It offers the opportunity to critically assess the joint programme’s contribution to CRPD compliant reforms and provision of more equitable and quality social services for the women, children and people with disability. It will look at the UN joint programme holistically within the framework of the broader social protection sector reforms as well as the national and global priorities.
The evaluation will focus on the criteria of relevance, effectiveness, efficiency, coherence and sustainability. The contribution to the impact will also be assessed to the extent possible. It is also expected that the evaluation will adopt equity-based and gender-sensitive approach. This is particularly important as the UN Joint Programme is designed with a view of strengthening system to address the needs and promote inclusion of people and children with disabilities.
The findings of the evaluation will be used as a basis for discussions, planning and programming between UN, Government, and other key stakeholders.
