The overall development goal of the project is to develop an empowered and well capacitated human| infrastructural| legal and administrative capacity in biosafety for the efficient implementation of the Biosafety Act of 2006 in compliance with the Cartagena Protocol on Biosafety and all other national| regional and international instruments interfacing and interacting with the Biosafety law. The project’s specific objective was to enable Namibia to build capacity to implement the Biosafety Act 2006 and meet its international obligations to the Cartagena Protocol on Biosafety. The evaluation sought to assess project performance (in terms of relevance| effectiveness and efficiency)| and determine outcomes and impacts (actual and potential) stemming from the project| including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements| and (ii) to promote learning| feedback| and knowledge sharing through results and lessons learned among UN Environment and their implementing partners including the relevant agencies in the project participating country.
